I am working from memory as my Savage is tucked away still in winter storage.

I think if you look closely at the silver plate behind the fuel tap level - you will see engraved on the plate res-on-prime. I think the "on" position is down and the "prime" position is pointing forwards. This engraving is hard for my old eyes to read - but it is there.

Put the lever in the ON position (down I think) - I am suspicious that solving your problem might be this simple - at least I hope it is!

The tap may be stiff to move from position to position - the valve on mine is hard enough to move that sometimes I have to use pliers with a rag over the metal to protect it from the teeth on the pliers.
